Mission
The Allah Valley Landscape (AVL) Alliance, an aggrupation of public and private entities, bound by sustainable resource management and empowering peoples towards self-reliance, unites to pursue:
Development implementation and promotion of environmental programs and policies.
Socio-Cultural, Economic and Political development
Enhancing the capacities of government institutions, indigenous cultural communities, civil society organizations and business organization in mobilizing resources for sustainability.

Strategies
Development and Strengthening of Organizations. This pertains to AVL Alliance, along with its instrumentalities like the Program Management Office and the member provinces, municipalities and city, national line agencies, civil society organizations, the private business community and other public & private environmental groups.
Enlisting Local and National Legislative Support. Support of local Sanggunians are necessary to maximize government powers in implementing AVLDA programs & projects, and Congress towards the institutionalization of the Alliance.
Sourcing Funds and /or Mobilizing Resources. Resources are necessary to sustain efforts in managing the AVL. With limited resources within the local government units, generating and mobilizing resources shall be actively pursued.
Networking and Linking. The Alliance will seek to involve the widest possible participation of all sectors at the local, national and international levels to establish strong support for the Alliance.
Advocacy - The Alliance will focus its advocacy on environmental integrity, culture of peace, respect for women, children, the Indigenous Peoples, through respect for cultural diversities, gender equity and participatory governance.
